Beijing's hopeful smoking ban

Beijing's hopeful smoking ban : "New regulations ban smoking in sports venues, parks, on public transport and in schools but restaurants and hotels are exempted."

It's not hard really. You do ban it in cinemas, public transport, restaurants , cafes and bars. You then can create outside smoking areas or designated smoking areas. The smoke is then not dominating recreational and public areas but smokers can smoke. It works well and when people are clear what the rules are then there is no unhappiness or unpleasantness about it.
