No one can be prepared for an attack like that. You can have a mobilisation and après-attack plan to minimise damage and enhance a speedy return to normal. What will prepare you for watching your friends and family blown to bits? I wonder if the Iraqis are prepared for it even now? What we need is a way of PREVENTING them and a way for knowing where bombs are and who is planting them. It means eyes, ears, detectors, checking...technology. Everything and everyone would have to be monitiored and everyone would have to be on constant alert. Condoleeza Rice said that they had raised the alerts in their country because people have to be ever vigilant. And we do. Our world sucks.
