Elderly no longer pine for the fiords

Elderly no longer pine for the fiords : "All the Norwegians have to do is get the approval of their doctors, fill in a few forms and they are eligible for stays from six weeks to a lifetime near Benidorm, at the expense of Norwegian taxpayers."

Makes sense but it does sound odd. If warm climates suit the elderly better and if it is cheaper to provide the level of care to Norwegians in Spain then why not? It means everyone is happy physically, mentally and fiscally. We could do it here because we have such different climates around Australia. Why wouldn't you create custom environments for people with particular needs no matter where that was ,and for those who are restricted physically, then the personnel employed can be from their country and all's well with the world.
