Angry residents air coal dust concerns. : "'We have an obligation because every tonne of coal which goes into a ship is $7 to every hospital and school in this state,' he said."

This is so Dickensian. Haven't they heard of what happened to coal mining cities in the 1900s? The Ruhr? Why do you think those areas were polluted and people were suffering from lung diseases? Coal dust is a pest and we have known it since the mines opened in industrial times. No one in 2007 should having to be arguing about being protected from coal dust. They will need the hospitals!!
