Cyclone victims threatened with fines over damaged homes. :

"He says some of his clients in Babinda were particularly distressed to receive notices threatening them with fines if they failed to fix their battered dwellings within 90 days.

They were also required to rebuild to 2006 building standards."

Subtle, subtle, subtle. Very sensitive approach. Letters to offer help, assistance ,a co ordinated approach woudl be better. Someone needs to mastermind the time line and framework so the poor people who have been traumatised and devastated by this have a chance to work consistently and with support towards the desired outcomes. I doubt anyone would voluntarily leave their home a mess. There may be plenty who have neither the emotional nor financial resources to fit in with an unrelenting market economy. We live in a very cruel world.
