So when we are confronted with the prospect of letting our gardens die or pay through the nose, then that is addressing the water shortage?? I do not think so. I think it is making an untimely and unreasonable profit out of circumstance. Your average family is not the excess water user. I suggest you target the accounts which are really using water. Check them on your databases. Forcing us to let our gardens die is unreasonable when we are not the ones overusing water. So, can we get the facts on who uses the water?
