Confusion over water restriction messages

We are not confused. We are quite clear about the restrictions because we reinforce on another and we have a written copy which we received. Since the beginning of the year we have been mindful of our water situation. Our winter was dry so our garden watering has started in October when you don't usually need to do it until December ...even later in the last couple of years. If the water consumption was up at teh beginning of the year then I think we need to see the break down and SA water needs to look at the accounts which utilise a lot of water. Twasn't us!! We have been clear and careful.
