You do the right thing because it's the right thing to do. Full stop. It is not about watering down anything. There's a drought on in more ways than one. It's about creating a system which WORKS. It's about treating people with respect and it's about being efficient. The system currently is a complete shambles and does not work. This is not about position bargaining. It's not about power. It's about getting a system that actually knows what it is doing and then respects the welfare of those detained. So...talk about it, but don't pretend it's okay because it's not.
