Instant fines for water rats : "The boost in enforcement powers comes as fewer households are caught breaching water restrictions. Figures released yesterday show 494 first warnings were issued in May and 107 second warnings. In February, there were 2286 first warnings issued and 448 second warnings."
Education and information are essential. People need to be reminded what the current regulations are because the cold and wet make you forget about restrictions. They are easier to maintain when it's not pouring. I am still collecting water and it is going onto a sodden garden because the water hasn't actually reached the places it needs to. I figure every little bit helps. Warnings are fair and reasonable and then persistent offenders are obvious. The burst water mains and lack of action in some business and industrial areas seem to be a problem. I'd say householders are pulling their weight. The same vigilance needs to occur in the workplace.
