Government seeks 'anti-terror formula'

Government seeks 'anti-terror formula' :

"He said the group had worked on the basis of 'metrics' – thrashing out the most likely targets on the basis of the number of people crammed into an area per square metre or by looking at crowds of certain types, such as sporting events."

The aftermath has become formulaic, but the formula for an attack isn't bottled and you might be able to work on guesstimates and your best rational guess. Since we are railroaded and blinkered in our thinking and we are trained to think in terms of formulae, then we shall not be able to predict. Eyes, ears, brains and intelligence.
