Brough mulls welfare changes 'for kids' benefit'. :

"Democrats Senator Andrew Bartlett says there is no doubt that many youngsters are being failed by their parents and society as a whole.

But he says it would be very dangerous to single out welfare recipients or Indigenous communities in trying to rectify the situation."

It's true, singling out communities or certain types of welfare recipients will not solve the problem. Neglected children are exactly that - neglected. If direct debit arrangements are enforced to pay rent, electricity etc it doesn't solve the problem that certain types of people are not parenting. Why aren't they? Why is a community or individual failing to care for its young? The answer is not drugs, alcohol, gambling. Why are they doing self destructive things so that they are not functioning themselves and then not functioning as carers? Direct debit will not fix the capacity to parent. It's an issue which needs to be thoroughly looked at to find out why adults are dyfunctional. What made them that way? How can we support ehm so that they will support their yong? What can be done for the young ones in the meantime? Living in a rented house which is paid for or not paid for will not change the neglect aspect of this issue. It's a systemic problem which needs to be fixed systematically as far as I can see.
