Downer rules out asking for Hicks' release. :
"'I mean he's been a prisoner for four years, he's not covered by the third Geneva Convention because he's not a prisoner of war, but he has to be covered by something and if there isn't anything currently existing in international law, it's about time they negotiated something.'"
It's very unfortunate that international law does not apply to the citizens of this country. Britain negotiated the release of its detainees.
