Excluded children

"At school, Sam said, he could never find a teacher who listened. Now he has four caseworkers."

This is a very high maintenance, labour intensive child. The programme to help children who are constantly excluded from school in Britain, appears to be working, but we need to get in their earlier. Socialisation and independence are taught at a much earlier age. The cost of some children by the time they are at high school is exorbitant. We'll keep looking after them but we need to believe more in early intervention.
