Water saving devices to be mandatory

Water saving devices to be mandatory :

"From January 1 next year, housing plans will need to meet water saving targets before they are granted building approval, Local Government and Planning Minister Andrew Fraser said today."

This is for South East Queensland but I should have thought it would make sense to have water saving and energy saving devicies in all new buildings now. It would look like we are dealing with the real issues if we did that. We also need to be coming up with the ideas for saving water and energy in towns and ciites. Some of the new ideas are already being implemented and are not hard to manage. We just need to move a big step forward so that we don't keep flushing how many swimming pools of water each down the toilet a year in each household? I heard 5!!! That's a lot of water and a lot of waste.
