"Value added tax (VAT) on condoms and other non-prescription contraceptive products will be 5 per cent, rather than the standard 17.5 per cent, 'leading to immediate reductions in the prices paid by consumers'.

'Safe sex has never been cheaper,' Public Health Minister Caroline Flint said."

Given the way the whole planet seems to be in reproductive mode at the moment, then I'd say the news will be well met but not necessarily embraced. Everyone seems to be keen to repopulate for now. Don't we have enough people on the planet? What is going on and given how many children are being killed, maimed, damaged and destroyed. I think we need to have a long hard think about what we are accepting. I guess humans are ever hopeful. We must be the only thing on the planet which has such a dark side and yet it does not taint our good side really. The balance is out of kilter and we need to redress it ...so, off you go then, stock up!
