ACT to reconsider jail needle exchange : "ACT Health Minister Katy Gallagher says the Government will reconsider a needle exchange program at Canberra's new jail 18 months after it opens."
Is it me or is it them? Pardon my ignorance but shouldn't people be off drugs in gaol and if they are going through rehab in prison shouldn't that all be dealt with in a medical way? Or is the exchange for diabetics? Again, shouldn't that be handled in a medical way in gaol?
