AdelaideNow... Road menace has $20,000 traffic fines halved: "The three tickets also resulted in fines of $463 for driving without a valid licence and he was also caught speeding twice in the following six days."

He is not in control. He is working 7 days a week as a furniture salesman for 800 dollars after tax. That is working too much. He could earn more in less time at a supermarket checkout. It says he has a family but doesn't say what that means and 300 dollars a week in rent is an awful lot of money. None of the fines have changed his behaviour. None of the consultations about his finances have changed his thinking and it's true...he cannot afford all those fines and he cannot be catching 2 buses to work. Clearly speeding and running lights is a problem as is driving without a licence, so he is always in a hurry and never has a chance to do anything. He needs a professional who can help change his behaviour and get to the bottom of why he is speeding all the time and to discover whether he has the skills to get a butter paid job without such a big time commitment. Maybe he should be asked to retrain with one of the job agencies because as it stands he is working hard, paying out a lot of money on rent and food and just hasn't got time to sort himself out properly. He needs to get into the slow lane!! The hard line would be to put him behind bars at this stage but truly, he needs some professional support and hopefully some of those problems will be solved. The fines are there to change behaviour. it is not working. Look at something else.
