Woman charged with 'smuggling human head'. :
"'Severe stated that she had obtained the package, which contained the human head, from a male in Haiti for use as a part of her voodoo beliefs,' the US attorney for the Southern District of Florida said in a statement."
So, whose head was it, where do they find these heads and who was she going to practice the voodoo on??? The head needs to go back to the place it belongs so the person can rest in peace. No, I don't suppose you would declare a skull if you planned to enchant someone. Surely she would have realised the airport surveillance would pick it up?
