If the unit is secure and their movements are restricted because these children are at risk of harming themselves or others, then presumably they have done something to get there or is this early intervention? It's another one of those articles which needs expanding. We certainly do have under 18s who are a grave risk to us and others. They are the minority but it seems to be a new breed of child and we need to do something other than lock them away in gaol. We need to know what to do and how to prevent ourselves from creating children like this. We also need to know whether we have the tools to manage and rehabilitate them. They are disturbed and dangerous. We can pick some of this up through You Tube and MySpace now and we know that. We have been finding out too late. Now we know we need some method of discovering the sorts of sites where children may be "advertising" that they are at risk. This facility is at least an idea which can be developed and looked at. It's at least something we can try and having tried it we will certainly get more and better ideas. It's better than our current state of frustration and denial where we are having difficulty even thinking about how we can deal with some of these issues.
