Who are the hoons?

Who are the hoons? : "Since anti-hoon laws came into effect in July last year, police have seized 1014 vehicles, or 35 per week - up from about 10 per week in the first month."
Male 18-21, first time drivers. No surprises there. The map for Victoria is interesting the way the impounding of the cars has occurred. Would be interesting to see a map like that for all states. We still have hoons here . It was quiet for a while but they have gone back to raoring at night and in the rain. Waste of tyres and energy. Loud, annoying. I think young males are represented pretty well on speeding and road deaths to so they are what is now called a high risk taking group but labelling them does not change the headset. What will? The energy and excitement needs to be rechannelled or confined. The police are surprised that impounding cars really hasn't had an effect. Why would it? They are people who are run from the inside. They are not used to punishment. They have not been brought up on guilt , punishment and a good dose of reality. They have been brought up on consequences...so they pay the consequence and then do as they wish. Consequences change nothing because children brought up on them do not understand cause and effect. They do not understand speeding is dangerous. It's fun. They do not understand hooning damages the environment, annoys other people, creates stress. It's heaps of fun. They do not understand that going too fast can kill you and other people. It is soooo fun. When you have fun then your toys get taken off you and that's it. You get your toys back and go and have fun again.
