Hospital Waiting Lists

"Londoner Roy Thayers, 77, could not afford a $16,000 heart operation but was warned he might die on the National Health Service waiting list. So he wrote out a cheque knowing that by the time it bounced, the operation would be over. He is now repaying the debt at $60 a month."

I guess that is one way of managing bureaucracy but it's pretty sad people have to resort to these kinds of measures just to be treated...to stay alive. What would the bureaucracy have cared? We are supposed to be civilised nations.
